Panaji: Following the meeting of Chimbel villagers with the Hon’ble Chief Minister on January 21, a detailed directive was issued to conduct a comprehensive mapping of the Toyyar lake, including its wetland area and zone of influence. Acting on these instructions, a scientific survey was undertaken from January 23 to January 28, 2026, in the presence of villagers, their expert representatives, an advocate, hydrologist, architect, and officials from CSIR–NIO, the Wetland Authority, DSLR, and the Tourism Department.
The survey involved extensive ground verification to demarcate the catchment area, drainage channels, surface and sub-surface water flows, vegetation cover, agricultural land, and natural springs, as pointed out by the villagers. The team physically traversed the entire catchment boundary, identifying water inlets, drainage lines, high and low water levels of the lake, and the earthen bund surrounding it.
To ensure accuracy, high-definition drone mapping was also carried out to study the terrain and contours in detail. Upon completion, a draft report along with detailed maps was shared with the villagers and their advocate.
The findings clearly established that the proposed site for the Unity Mall and Prashasan Sthamb does not fall within the Toyyar wetland or its zone of influence, nor within the catchment area identified by experts engaged by the villagers.
However, considering the concerns and sentiments expressed by sections of the local population, the government has decided to shift both proposed projects to an alternative location, despite the site being in a settlement zone along the National Highway.
