Panaji: The Special Intensive Revision (SIR) of Goa’s Electoral Rolls has completed its enumeration phase, recording a high participation rate of 91.56 per cent, according to the Office of the Chief Electoral Officer (CEO), Goa.
Enumeration was carried out from November 4 to December 11, 2025. Out of a total 11,85,034 electors, Enumeration Forms were collected from 10,84,992 voters. The remaining include 72,471 electors reported as shifted or absent, 25,574 deceased voters, and 1,997 cases of duplicate enrolment.
The CEO clarified that electors marked as absent or shifted include those who have moved to other States or UTs, were not found at the given address, did not submit forms by the deadline, or were unwilling to remain registered. Genuine electors can still be included during the claims and objections period from December 16, 2025, to January 15, 2026. In cases of multiple enrolment, the voter’s name will be retained at only one location.
The Election Commission of India stated that the SIR process in Goa aims to ensure maximum inclusion, transparency, and accuracy of electoral rolls. The exercise involved coordinated efforts by District Election Officers, Electoral Registration Officers, Assistant EROs, Booth Level Officers, volunteers, and Booth Level Agents appointed by political parties.
To ensure no eligible voter is left out, extensive awareness campaigns, house-to-house visits, and multiple follow-ups were conducted. Helpdesks were set up at panchayats, urban local bodies, taluka headquarters, and district offices, while helpline 1950 and IT support systems functioned кругл-the-clock.
Special focus was placed on enrolling young voters who will turn 18 on or before January 1, 2026. Statewide special enrolment campaigns are scheduled on December 27 and 28, 2025, and January 3 and 4, 2026.
The Draft Electoral Roll was published on December 16, 2025, and made available to all recognised political parties and the public, both online and at designated offices. Lists of voters excluded due to death, migration, absence, or duplication have also been displayed for public verification.
The CEO reiterated that no name will be deleted from the electoral roll without due process, including notice and a reasoned order, and assured that grievances raised through print, television, or social media are being addressed promptly.
