Panaji: The Model Code of Conduct (MCC) has been enforced from February 16, 2026, following the announcement of elections to the Corporation of the City of Panaji (CCP), to ensure free, fair and peaceful polls within its jurisdiction.
Authorities have directed all political parties, contesting candidates, authorised agents, star campaigners, supporters and the general public to strictly comply with the guidelines during the election period.
As per the instructions, no public meeting, rally, roadshow, padyatra, corner meeting, vehicle rally or cultural programme with political content will be permitted without prior written approval from the Returning Officer. Applications seeking permission must clearly mention the venue or location, date and time, route plan in case of processions, expected crowd strength and details of sound vehicles.
The use of loudspeakers will also require prior written permission and must strictly follow the provisions of the Noise Pollution (Regulation and Control) Rules and the time restrictions prescribed by law.
Officials warned that any violation of the MCC or lawful directions will attract action under the CCP Act, the Representation of the People Act, 1951, the Bharatiya Nyaya Sanhita, as well as standing orders and instructions issued by the Goa State Election Commission from time to time.
Authorities further stated that permission granted for any event may be withdrawn if conditions are violated. All stakeholders and the public have been urged to ensure strict compliance, warning that any non-compliance will be viewed seriously and dealt with firmly.
