Panaji: Residents of Baranchiwadi, Madel, Thivim in Bardez, along with local leader Kiran Kandolkar, have submitted a legal objection to the Chief Town Planner, opposing the use of an existing 3-metre-wide road for a proposed 75-plot development by R.M. Construction at Survey No. 483/1-A.
In their representation, the residents and Kandolkar stated that the narrow road is grossly inadequate for a large-scale development and poses serious risks to public safety, traffic congestion and emergency access. They pointed out that objections were first raised before the Tivim Village Panchayat in 2019, highlighting the insufficiency of the access road.
They further stated that despite an NOC being granted in May 2025 for repair of an internal road connected to the project site, fresh objections were filed in January 2026. After hearings in which the developer allegedly remained absent, the Village Panchayat, on February 7, 2026, resolved that the existing Baranchiwadi road should not be used as access to the survey property and decided to revoke the NOC.
Citing provisions of the Goa Town and Country Planning Act, the Land Development and Building Construction Regulations, and the Goa Panchayat Raj Act, the residents and Kandolkar have urged the TCP Department to uphold and confirm the Panchayat’s decision, terming it legal, justified and in public interest.
