Budget 2023-24: “Maximum Announcement, Minimum Achievements” – Yuri Alemao

Panaji: It appears that 26844.40 crores budget outlay presented by the Chief Minister Dr. Pramod Sawant is completely unrealistic. “Maximum Announcements and Minimum Achievements” is my reaction to the Budget 2023-24, stated Leader of Opposition Yuri Alemao.

Chief Minister has proposed to generate Revenue of Rs 800 crores from Mining and GST share of the State. No one knows when the Mining will actually start in Goa. Tourism Sector which is the second backbone of the Economy of Goa is also at all-time low, Yuri Alemao said.

I urged the Chief Minister to use the funds judiciously and adopt to austerity measures keeping in mind that the beneficiaries of various Social Welfare Schemes like Persons with Disabilities, Widows, Seafarers, Sportspersons in Indigent condition and others need to be paid their Financial Assistance in time, said Yuri Alemao.

I thank the Chief Minister for considering my demand and agreeing to start a Primary Health Centre in Cuncolim. I have requested him to upgrade it to Urban health Centre. I also thank him for announcing that Chandor will be developed as Heritage Village as requested by me. I had written a letter to the Chief Minister on 9th January 2023 to build a Care Centre for Persons with Autism. I am happy that the Chief Minister has accepted my demand. I also welcome the announcement of creating Department for Welfare of Persons with Disabilities and increasing budget allocation for Official Language Department to promote Konkani considering my request, said Yuri Alemao.

The Announcements of EV Subsidy Scheme should not have the same fate like three free LPG Cylinders Scheme. Announcement of 100 MLD plant at Selaulim also needs to be implemented. Allocation of 115.54 crores on Labour and Employment is very less. Government should have allotted at least Rs 500 crores to stimulate employment opportunities in Goa.

I have reminded the Chief Minister that Mhadei is waiting for the DPR of Kalsa Bhandura to be withdrawn, South Goa District Hospital waiting for getting fully operational, Educated Youths and Children of Freedom Fighters waiting for Jobs, Rising Unemployment Rate waiting to come down, Lohia Maidan and other Historic Places are waiting to get notified as Places of Historic Importance. I hope the Chief Minister will keep all this in mind while using the funds, said Yuri Alemao.
