On August 2, 2024, Mormugao MLA Sankalp Amonkar addressed several critical issues during the legislative session, advocating for improved welfare measures, support for persons with disabilities (PwDs), and heritage preservation.
Support for Persons with Disabilities
Amonkar commended Chief Minister Dr. Pramod Sawant and Social Welfare Minister Shri. Subhash Phal Dessai for the successful organization of the International Purple Fest 2024, showcasing the talents of PwDs. He praised the establishment of the Department of Empowerment of Persons with Disabilities, aimed at providing equal opportunities for a dignified life. Amonkar urged the government to organize taluka-level camps under the ADIP Scheme, ensure job reservations for PwDs, install ramps and lifts in public buildings, and address delays in financial assistance under the DSS Scheme. He also called for dedicated ambulance services for PwDs needing medical assistance.
Social Welfare Concerns
Amonkar highlighted delays in disbursing financial benefits to senior citizens under the DSS Scheme and called for streamlining these payments. He noted pending cases of ex-gratia assistance for COVID-19 victims and delayed one-time relief grants for those affected by the pandemic. He requested the quick resolution of these issues and the resumption of the Mukyamantri Den Darshan Scheme, including the potential expansion to include visits to Ram Mandir in Ayodhya. Additionally, he advocated for the inclusion of the Gomantak Maratha Samaj in the state’s OBC list, emphasizing its long-standing demand.
Heritage Preservation
Speaking on the Department of Archaeology, Amonkar expressed concern over the lack of progress in restoring and beautifying the historical Mormugao Fort. He pointed out the need for better facilities, such as toilets and security cabins, and stressed the importance of preserving the Vice Regal Palace, a heritage structure from 1705. Amonkar urged the Archaeology Department to take control of the building from the Mormugao Port Authority.

Amonkar emphasized the urgent need for digitalization, computerization, and microfilming of vital records, including birth and death registers, land records, and other important documents, to preserve them for future reference.
