Panaji: Leader of Opposition Yuri Alemao today submitted a written letter to the Secretary of Goa Legislative Assembly giving Documentary Evidence to prove that the Reply to his Starred Legislative Assembly Question 12A which was to be answered on Monday 27th March 2023 was not uploaded on the Official Portal of Goa Vidhan Sabha till 20.10 hrs(8.10 pm) on the same day.
It may be recalled that Leader of Opposition Yuri Alemao was confronted by the Minister for Legislative Affairs Nilesh Cabral who claimed that the Reply was uploaded on Saturday 25th March 2023. Leader of Opposition Yuri Alemao has enclosed the Print-Screen of the Web Portal of Goa Vidhan Sabha which displays the date and time. The remark on the Portal stated that “Starred LAQ No. 12A being Voluminous CD’s are placed on the Table of the House”.
Leader of Opposition in his letter to the Secretary has said, “I draw your Attention pertaining to the Answer to my Starred Legislative Assembly Question No. 12A of Department of Information & Publicity which was to be answered on 27/03/2023. I had not received the Answer to my above LAQ 2 days in before the Sitting for the day fixed for the Answer of the said Question as per Rule 42 of the Rules of Procedure & Conduct of Business of the Goa Legislative Assembly.
I raised the issue under Point of Order under Rule 290 of Rules of Procedure & Conduct of Business of the Goa Legislative Assembly and brought it to the Notice of the Hon’ble Speaker and demanded that the said LAQ No. 12A should be postponed. I also showed him the Print Screen of the respective LAQ on the Official Portal of E –Assembly of Goa Legislative Assembly which showed the Date & Time at which the Answer was not uploaded. The reply to the said LAQ stated that “Starred LAQ No. 12A being Voluminous CD’s are placed on the Table of the House”, the letter stated.
The letter further states “I was confronted in the House with a Statement that the Answer to the Starred LAQ No. 12A was already uploaded on Saturday 25/03/2023. I am enclosing herewith the Print Screen of the E-Assembly Portal taken at 20.10 Hours on Monday 27/03/2023 wherein it shows that the answer is not uploaded on the Portal. You may also Note that the CD of the said Reply was placed on my Table at 11:30am on Monday 27/03/2023”.
In view of the above, it is clear that the Answer to my Starred LAQ No. 12A was not made available to me as per Rule 42 of the Rules of Procedure & Conduct of Business of the Goa Legislative Assembly, Yuri Alemao mentioned in his letter. He has requested the Secretary to note the facts placed before her & advice the Hon’ble Speaker accordingly.
