goaplusnewsPanaji, 26th Aug, 2023: Goa witnessed the successful beginning of Gramin Mitra, a first of its kind, doorstep delivery scheme that provides delivery of government services across the state and promotes digital empowerment in rural areas. Traditionally, the citizens would approach the Government to avail the services, whereas through the Gramin Mitra, the Govt. is reaching out to the doorsteps of citizens. Thus, achieving the last mile delivery. The Government of Goa on 14th August 2023, launched this flagship scheme in association with CSC-SPV.
Honorable Minister of Information Technology, Electronics & Communication, Government of Goa, Shri. Rohan A. Khaunte in the distinguished presence of the Director of Information Technology, Mr. Suneel Anchipaka, IAS, interacted with the beneficiaries and Gramin Mitras across the state via video conferencing to applaud the successful beginning of the Gramin Mitra Scheme.
With the help of this program, till now over 8 beneficiaries have received the government services at their doorstep. These beneficiaries along with the Gramin Mitras expressed their gratitude to the Government of Goa and Honorable Minister of IT, Shri. Rohan A. Khaunte for introducing the scheme to Goa.
179 services of 27 state government departments are covered under CSC-Gramin Mitra. Along with benefiting the citizens and reducing the complexity of getting the G2C (Government to Citizen) services from various departments and multiple platforms, this program also aims to provide employment opportunities for the citizens of Goa and empower the women to be independent. In the first phase, there are over 116 male Gramin Mitras and 55 female Gramin Mitras mapped across all the panchayat and urban municipalities.
Addressing the beneficiaries and the Gramin Mitras, Honorable Minister Shri. Rohan A. Khaunte said, “The Gramin Mitra that we started is a continuation of Sarkar Tumchya Dari, the idea of delivering good governance to the people with Vividh Seva Gharoghari. From the cities to the villages, we will have the presence of Gramin Mitra everywhere. Other than the men who normally operate, women have also found a lot of strong footing in Gramin Mitra. The Gramin Mitra will help to reduce the Digital divide between the urban and rural area. Every Gramin Mitra is identified and notified in our list of service providers. This is the first in the country and we will make it the best in the country. Our Department of IT is all geared up along with our CSC to ensure that this program continues to give maximum benefit to the people of Goa.”
To avail the services, the citizens can call on the Helpline Number 14471 which is available all week long from 8 am to 8 pm. The Call Center Executive will assist the caller for required service and help them by mapping the nearest SC Gramin Mitra and book the appointment. The Gramin Mitra will call the citizen and understand the service requirement and will inform them to keep the required documents ready for the specified service. The Gramin Mitra will then visit the citizen house as per the appointment schedule, and collect/scan all requisite documents as per SOP. After collecting the documents from the applicant, they will upload the documents in the e-District portal and will then collect the approved delivery charges from the applicant once the documents are verified on the portal. The next step to be done by Gramin Mitra is to submit the hard copy of the applicant’s Documents to the concerned Government department.
After submitting the Documents to the department, they will go under verification. Once all processes are completed, the required service will be ready. After which, the Gramin Mitra will visit the beneficiary and deliver the service.
The Gramin Mitra scheme is poised to revolutionize the way public services are delivered in Goa, enabling rural communities to reap the benefits of technology and innovation.
