A Senior Citizen from Ribandar Mrs. Antonieta Serafina Pereira has today moved the Goa Human Rights Commission against the failure of the Corporation of the City of Panaji (CCP) to take action against the illegalities committed by retired IAS Officer Subhash Chandra.
Mrs. Pereira in her petition has pointed out that misusing his power and authority Subhash Chandra has illegally constructed a very huge compound hall closing her house window thus blocking her source of light and ventilation.
Alleging that the CCP has been dragging its feet because of the influence and pressure being exerted by the very influential Subhash Chandra, Mrs Pereira in her petition has submitted that the authorities need to explain as to how in abdication of their duty they have chosen to remain mere spectators while her Human Rights are being blatantly violated in clear breach of law.

The IAS officer Subhash Chandra who retired in September last year as Secretary of Goa Housing Board and Secretary of Social Welfare besides Art and Culture by a sale deed executed on 28th February this year bought a small house in Ribandar for two crores and ten lakhs. He also paid an amount of ten lakhs fifty thousand as stamp duty and a further six lakhs thirty thousand towards registration fees of that sale deed. Subhash Chandra managed to fast track and complete the Mutation process within a month.
Subhash Chandra while now expanding his house has been accused of unlawfully encroaching into neighbouring property in total violation of all rules and regulations. One such victim being a widow Antonieta Pereira along whose house Subhash Chandra has blatantly erected a huge high wall blocking her windows and depriving her of natural sunlight and ventilation. A public pathway has also been encroached by the former IAS officer, which has all angered all the residents of the area.
