Panaji: Goa is facing what could be its biggest-ever Communidade land scam, with nearly 10 lakh sq. mtrs. of prime land in Deao, Quepem—valued at over ₹10,000 crore—allegedly usurped through fraudulent decrees and illegal transfers. The land, which originally belonged to the Communidade of Quepem, has ultimately landed in the hands of V&A Ventures Pvt. Ltd., owned by Anand Kumar, brother of former Uttar Pradesh Chief Minister Mayawati and a known BJP ally.
Raising the issue in the Assembly during the Demands for the Revenue Department on July 30, 2025, Goa Forward Party president and Fatorda MLA Vijai Sardesai slammed the deal as a “UP-style land grab imported into Goa”, warning that Quepem was on the verge of being turned into “Mayanagiri” — a private fiefdom for an outsider political family.
The scam traces back to a 2001 consent decree and a 2003 Form X mutation, which illegally stripped ownership from the Communidade across survey numbers 88/1, 89/0, 84/0, 85/0, 90/1, 94/0, and 109/0 of Deao village. Over two decades, the land was routed through Aarpee Logistics, Aldeia Branca Pvt. Ltd., Millfields Developers, before finally ending up with V&A Ventures in 2023.
Real estate valuers say the property is conservatively worth ₹10,000 crore, with Sardesai noting that the scam “eclipses even the Zuari land controversy — this is Zuari 2.0 on steroids.”
Legal experts highlight that the Supreme Court’s landmark judgment on the Communidade of Thivim (14 July 2025) has declared all such private decrees and transfers of Communidade land to be illegal and void. “By this ruling, the V&A transaction is dead in law. The land must be restored to the Communidade of Quepem,” Sardesai stressed.
The GFP chief has demanded:
• Cancellation of fraudulent decrees, Form X entries, and sale deeds linked to V&A Ventures.
• Reversion of ownership to the Communidade of Quepem.
• A full probe into political collusion and administrative complicity.
Calling it more than just financial fraud, Sardesai said:
“This is not just a scam; it is a cultural invasion. If Goa allows 10 lakh sq. mtrs. of Communidade land to be handed over to the family of a UP ex-CM, we are signing away our identity. This is the foundation stone of Mayanagiri in Quepem.”
