Minister Khaunte Gives Official Statement: Old Goa Development Takes Place Outside Buffer Zone

Panjim, March 25, 2025 – Hon’ble Tourism Minister Shri Rohan A. Khaunte has clarified that the development under the PRASHAD scheme is taking place entirely outside the buffer zone and does not include the construction of a mall in Old Goa. He stated, “The project is focused on enhancing visitor amenities while preserving the heritage of Old Goa. The Amenity Convenience Centre being developed is entirely outside the buffer zone of the heritage site and has received all necessary permissions.”

With regards to the Panchayat, the Tourism Minister clarified that an application for the NOC to the panchayat was submitted on 22nd August 2023. On 5th September 2023, An NOC given by the NMA and ASI were submitted to the Panchayat and on 29th October 2023, during the Gram Sabha, the plan was presented, following which the panchayat’s suggestions were put forth. All necessary permissions will be obtained before any construction begins once the ASI provides the necessary inputs, following which, the church authorities will be taken in confidence once again.

Addressing the misinformation surrounding the project, Minister Khaunte strongly refuted claims of a mall being built near the Basilica and urged people not to politicize the issue on religious grounds. He pointed out that during the Exposition, works worth ₹300 crore were carried out both within and outside the buffer zone without any objections. The current initiative includes the creation of a Facilitation Center to assist tourists visiting the churches of Old Goa, ensuring a structured and well-managed experience for pilgrims and visitors.

The Minister further stated that church authorities, including representatives from the Basilica and the Archdiocese, were actively involved in the planning and finalization of the Facilitation Center. He condemned the deliberate misinformation being spread regarding the construction of a mall and has called upon the police to investigate the origins of these rumors to prevent unnecessary confusion among the public.

The state’s aim remains committed to heritage conservation and responsible tourism, ensuring that all developments align with regulatory norms while enhancing the visitor experience in Old Goa.
