Margao – Leader of Opposition Yuri Alemao has moved two Private Members Resolutions, the first one is recommending the Government to stop unjust practice of widow discrimination and disrobing of men & women during funerals and his second resolution is recommending Government to appoint high level inquiry commission to investigate & study recent fires, landslides & coastal soil erosions in Goa. If listed in the business of the session, both resolutions will come up for discussion on Friday, 31st March 2022.
In his first resolution, Leader of Opposition Yuri Alemao has stated that “This House strongly recommends to the Government to take immediate steps to stop the unjust customs of widow discrimination, widow abuse and widow isolation in the State. Though there are no registered complaints, the isolation, discrimination and abuse is taken for granted as part of custom, tradition and religious or social practice.
A few Village Panchayats in Goa have taken resolutions against such outdated and inhuman customs stating that the widow should be treated on par with Married Woman. Steps be taken in co-ordination with Directorate of Panchayats, Directorate of Municipal Administration, Goa State Women’s Commission and Goa Human Rights Commission to convene Gram Sabhas of Village Panchayats, organize Awareness Meetings in every City and Meetings of various NGO’s to express solidarity with widow and boost the confidence of all Women against such obsolete and archaic practices and mind-set prevailing in the community. Government should contemplate on bringing a Law to stop such unjust practices”
The resolution further states that “This House strongly recommends to the Government to create Awareness to stop Unjust Practice of Disrobing of Men & Women during Funerals. It is important to respect the Dignity of a Person after His or Her Death and the prevailing practice of Disrobing of Men & Women during Funerals is insulting and demeaning the Dignity of the deceased person. The Government should contemplate on bringing a Law to stop such unjust practice”.
The second resolution moved by Leader of Opposition Yuri Alemao satates that ” This House strongly recommends to the Government to immediately set up a High Level Inquiry Commission under Retired High Court Judge with Experts from various fields as its Members to investigate the cause of recent Fire Incidents in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas, Industrial Estates and other Locations in Goa. The Commission should also study the Report of Indian Space Research Organization (ISRO) identifying both Districts of Goa as Landslide-affected. The Commission should also be given the mandate to study the Report of Indian Space Research Organization (ISRO) revealing that Goa lost around 15.2 hectares of land due to Coastal Erosion in 10 years”.
The resolution further mentions that “The High Level Commission should be given the mandate to investigate the “Conspiracy Angle” as well as conduct a “Scientific Study” for the cause of the devastating Fires in Mhadei Wildlife Sanctuary, Eco Sensitive Zones, Hills and Forest Areas. The Commission should also have the mandate to investigate various illegalities in Industrial estates in Goa which are the main cause of Blasts, Gas Leakages and Pollution. The High Level Commission should also suggest Precautionary and Preventive Measures to avoid such Incidents and Accidents. The high Level Commission should also have the mandate to evaluate and Assess the Preparedness and Readiness of Disaster Management Authority of Goa as well as the Forest Department and recommend necessary corrective measures to make Disaster Management Authority more effective”.
It may be noted that during the third session of the eighth legislative assembly, there was no private members business could not take place as session was held between Monday to Friday.
