Goa Govt Mandates Electric Vehicles for Official Use, Sets Price Cap at ₹30 Lakh

Panaji – In a significant move coinciding with World Environment Day, the Goa government has mandated the use of electric vehicles (EVs) for all government offices, with a price cap of Rs. 30 lakh. This directive, issued by the Department of Finance (Expenditure), does not apply to emergency or utility vehicles.

Memorandum Details

The Office Memorandum emphasizes the replacement of condemned and disposed vehicles with new EVs. It includes guidelines for ensuring no off-road vehicles require condemnation before approving new purchases.

Price Caps for Different Officials

  • Chief Secretary and Chairpersons: ₹30 lakh
  • Secretaries to the Government and Vice-Chairpersons: Rs. 25 lakh
  • Heads of Departments and Managing Directors: Rs. 20 lakh
  • Other Official Use: Rs. 15 lakh
  • E-bikes: Rs. 2 lakh
  • Departments must compare proposed EV prices with GeM rates and local ex-showroom prices, recommending the lower price for financial approval. The mandatory purchase rule excludes emergency response and essential utility vehicles.
