Goa Charts New Course in Drone Innovation

Goa is rapidly expanding its footprint in drone technology, with unmanned aerial systems now becoming integral to governance, industry and public services. Once limited to niche applications, drones are increasingly being deployed across sectors in the state—from assessing crop damage and monitoring forests to conducting aerial surveys for town planning and infrastructure projects.

Recognising the sector’s potential, the Government of Goa introduced a dedicated Drone Policy in 2022 through the Department of Information Technology, Electronics & Communications (DITE&C). The policy aims to position Goa as a hub for drone manufacturing, research and development, while also creating employment opportunities and promoting skill development among locals.

The initiative promotes the use of drones in citizen-centric services spanning agriculture, horticulture, healthcare, mining, tourism and forestry. It also focuses on simplifying regulatory clearances, supporting enterprises under state missions, and strengthening institutional and academic capacity in drone technology. A key objective is to nurture startups and ensure that Goan youth can actively participate in this emerging sector.

In line with this vision, concrete steps have been taken to build infrastructure and attract industry players. Zen Technologies Limited has been allotted land at the Electronic Manufacturing Cluster (EMC) in Tuem, boosting prospects for local manufacturing and defence-related innovation. Additionally, the state has proposed a Drone Design and Aero Centre at Quitol, envisioned as a dedicated facility for designing, testing and operating drones.

Efforts are also underway to develop a skilled workforce. The Goa Information Technology Development Corporation (GITDC) has initiated empanelment of DGCA-approved agencies to provide certified drone pilot and technician training, particularly for women. Complementing the Centre’s Drone Didi Scheme, the state plans to equip women with advanced drone technology, encouraging grassroots innovation, especially in agriculture and allied sectors.

Beyond administration and industry, drone technology is also making its mark in cultural events. During the Shiv Jayanti celebration ‘Shivshahichi Garjana’ at Shree Bodgeshwar Ground in Mapusa, a 300-drone light show illuminated the sky, showcasing the legacy of Chhatrapati Shivaji Maharaj in a modern and immersive format.

With a strong policy framework, industry partnerships, training initiatives and growing real-world applications, Goa is steadily building a robust drone ecosystem—positioning itself as a forward-looking state embracing innovation, governance efficiency and new economic opportunities.
